The pre and post market action window is specifically designed for traders who trade before and after normal market hours.
This windows showcases several alerts which are most suitable for this type of trading. This window specifically avoids any alerts which require any significant volume, or a change to the official high or low of the day. It also avoids most of the filters, because many filters do not work at this time. See the help for each individual alert and filter for more details.
The high/low bid/ask alerts are especially useful in the morning as you can see where the action is and will be. The running up/down alerts are especially interesting at this time of day because the size of the move must be large relative to the spread. Block trades are good indication of interest from the institutional communities, and these dominate post market trading. The 15 minute high/low alerts act as an FYI and they work just as well in low volume as at other times.
